Gunmen kill bodyguard of Dominican Republic’s Antinarcotics czar

Unidentified gunmen fired several times and killed Alejandro Vásquez, one of the bodyguards of Marino Vinicio Castillo, the Presidency’s Narcotics Adviser, in a confusing incident in the sprawling barrio of Cristo Rey Thursday morning.

The victim, who resided in the northern subdivision of Villa Mella, has been working for the official’s family for many years, and according to elcaribe.com.do, Castillo revealed that he was an Antinarcotics (DNCD) agent.

Vásquez, 50, died as he received emergency attention in the Jiminián Cruz Clinic.

For decades Castillo has led the country’s fight against drug trafficking, and his denouncement of alleged corruption and links to the underworld in the administrations of the opposition PRD party has earned him many enemies.

During the late 1980s, Castillo was the target of a foiled plot on his life, which he attributed to leadership of the PRD.

Colombia foreign minister visits Dominican Republic

colombia news - maria angela holguin

Colombia's Foreign Minister Maria Angela Holguin has begun a tour of the Dominican Republic and Haiti Tuesday, aimed at strengthening relations with the Caribbean countries, TeleSUR reports Tuesday.

Holguin will first arrive in Santo Domingo, the Dominican capital, for high profile meetings with the nation's president, Leonel Fernandez, and Holguin's counterpart Carlos Morales.

The Colombian minister is expected to convey the Andean nation's interest in improving cooperation between the two countries, as well as opening preliminary negotiations for an agreement over services and investment.

The Dominican Republic is currently Colombia's main export destination in the Caribbean and there is apparently mutual interest in creating a regulatory framework for bilateral trade.

The foreign ministers of both Colombia and the Dominican Republic will then move on to Haiti to discuss the ongoing issue of reconstruction within the country following the devastating January 2010 earthquake.

The two ministers will hold meetings in the capital, Port au Prince, with President Rene Preval and Prime Minister Jean Max Belelrive, as well as Edmond Mulet the head of the UN Stabilization Mission in Haiti.

President Juan Manuel Santos recently stated that "we are extremely worried" about the situation in Haiti, urging the international community to "be more proactive."

Santos will chair a U.N. Security Council meeting next month aimed at "giving a push" to reconstruction efforts in Haiti, due to be held on April 6, after Colombia was elected as a non-permanent member of the council in October last year.

The Haitian woman told physicians she had long experienced pain but she never received adequate medical attention until she recently entered the public hospital with digestive complaints.

Austria taps Dominican Republic to showcase technology for the environment

aced with the current warming of planet Earth, leading Austrian businesses have stated their awareness that each country, each industry and each individual must seek suitable solutions.

Technically, Austria plays a very important role and offers leading edge solutions in the European region. In that regard, one fourth of the solar panels installed in the European Union is produced in Austria, for which it’s an important export product.

A small country with few power resources and which has learned from past energy crises of the 1970s and 80s, Austria spurred a new industrial sector that currently accounts for more than 50,000 jobs and its power sector doubled its growth in the last few years, compared with other areas.

All this has been possible only because Austria’s investment in sciences and technology is among the European Community’s highest and continues at the center by developing new, revolutionary ideas such as electric vehicles, with nano, and biotechnology solutions.

Bilateral trade between Dominican Republic and Austria was well balanced last year, with 15.6 million Euros worth of Austrian exports to Dominican Republic, and 16.2 million Euros worth of imports from Dominican Republic to Austria.

Bit by bit foreign trade is recovering from the effects of the economic crisis, as evidenced by the 83% growth of Austrian exports to Dominican Republic in 2010 compared with 2009. Machinery, energy beverages, paper, non-flammable material, pharmaceuticals were among the leading export items.

In that same period Austrian imports from Dominican Republic jumped 30%, including bananas, surgical equipment, electrical transformers, as well as leather for footwear.

It’s also important to note the importance of the tourism sector, as around 10,000 Austrian tourists visited the beautiful Caribbean destination last year.

The Austria Trade Delegation confirms that more and more Austrian investors are looking at the local possibilities, for which in this occasion four Austrian companies will showcase their products and technology to an interested public.

Information on those companies is available in their respective Websites: (www.gejenbacher.com), (www.solid.at), (www.untha.com) and (www.rosenbauer.com).

For community and social projects, the Austrian Government offers the Dominican Government, as well as its industrialists the possibility of accessing credit in the form of soft, low interest loans with a grace period of up to 5 years.

“A stable government and a favorable economic atmosphere for foreign investors and a Free Trade Agreement with the European Community are the ingredients for future successes in the development of good bilateral relations,” the business organization said.

“We hope that this economic mission, organized as the Austria Showcase and the joint collaboration with the Austrian Dominican Business Circle, spurs interest in your country’s political and economic circles and it would please us to welcome you to the work tables scheduled for March 23 from 8:30 a.m. to 2:00 p.m., in the Hotel Meliá Santo Domingo.

They had a record amount of over four million visitors which was a 3.3 percent increase on the year before. Jamaica reported that they had an 11 percent increase in visitors in November 2010 compared to the year before. With BA revealing three Caribbean destinations in their top 10 for 2011, it certainly seems like this area is set to grow.

This is great news for the area because the area is very much dependent on tourism with seven out of ten of the World Tourist Organisations listed countries most dependent on tourism being form the Caribbean. The area has plenty to offer visitors and so it is somewhere that everyone should consider visiting.

There are a whole selection of new hotels and resorts planned for the area with the most expensive being the Baha Mar which will be finished in 2014 and cost $3.4 billion and is the largest resort development ever to have been built in the area. It will employ 8,000 people and is expected to add $1 billion to the local economy in its first year. However, if you cannot wiat that long then it is worth knowing that there are many finished new developments too such as newly refurbished St Croix Carambola Beach Resort in the US Virgin Islands and Sandals resorts are enhancing their Jamaica resort. There are also new flights planned in to the area with many airlines providing more options and routes to get the the area.

MLB hosts symposium on issues in Dominican

Baseball and the Dominican Republic have had a healthy partnership over the years, a symbiotic relationship that can grow even stronger in the future. That sentiment was made clear Tuesday, as Major League Baseball and the Global Foundation for Democracy and Development completed a two-day symposium on improving the game in that island nation.

The symposium, entitled "Goals and Challenges of MLB in the Dominican Republic," was centered on addressing important issues regarding the sport's operations. The presenters -- a wide-ranging group of baseball luminaries -- dealt with several serious topics, including the improvement of education for players and ways to optimize the development of prospects.

Rob Manfred, the league's executive vice president for labor relations and human resources, was on hand, as was John McHale Jr., the league's executive vice president of administration and chief information officer. Sandy Alderson, currently employed as the general manager of the Mets, spent two days with the symposium, working on his previous area of interest.

Alderson, before signing on with the Mets, worked with the league's office in diagnosing the lay of the land in the Dominican. Alderson, in fact, still serves as a member of MLB's Latin American Oversight Committee.

Manfred released a statement lauding the diverse panel that took a look at the future of the game in the Dominican.

"I am very pleased that representatives from many different facets of baseball in the Dominican Republic took part in this great event and produced a thorough, thoughtful dialogue," said Manfred of the two-day event. "Major League Baseball is proud of the many contributions that the Dominican Republic has made to our game, and we are aiming to protect and enhance the vitality of baseball in the Dominican Republic in the years to come."

The symposium also included Jorge E. Perez-Diaz, the league's head of Latin American Oversight, and a host of government officials and club employees. Former Major League players were also involved in the panel discussion, as were members of the Major League Baseball Players Association, independent trainers and scouts affiliated with big league teams.

"Major League Baseball is working together with the appropriate parties to find solutions to many long-term issues," said Perez-Diaz as part of a prepared statement framing the symposium's stated goals. "The Symposium is a strong example of communication and collaboration, which are the keys to maintaining our progress going forward".

Dominican Republic wants an end to food price speculation

Dominican Republic proposed that UN Secretary General Ban Ki-moon, and all the Central America Integration System Member States (SICA) sign a world pact against the speculation with food prices.

President Leonel Fernandez sent the proposal through Vice president Rafael Alburquerque in a missive to the UN Secretary General, the presidents of Nicaragua, Guatemala, El Salvador, Honduras, Costa Rica, Belize, Panama and to the Prime minister of Belize, which sates the need for all countries to deal the international speculation with food prices.

“It’s an inhuman and cruel practice that is leading the nations to their destruction and death,” Alburquerque said on the speculation with oil and food prices, during the summit of Government and Heads of State pf the SICA countries, where the UN Secretary General also participated.

Alburquerque asked Ban Ki-moon to make the UN echo the situation and to actively take part, eradicating what he called an evil.

Man charged in NY with Dominican charity scam

Prosecutors say a Maryland man posed as a diplomat from the Dominican Republic in a fund-raising scam brought to light by a New York state senator.

Francisco Alberto Gautreaux (GOW'-troh) Calcano was under arrest Friday and awaiting arraignment on charges including grand larceny. It wasn't immediately clear whether the Frederick, Md., resident had a lawyer.

The Manhattan district attorney's office says the 42-year-old Calcano got more than $15,000 by falsely claiming he was raising money to ship fire trucks and other needed vehicles to the Dominican Republic. Prosecutors say he pretended to be a Dominican embassy staffer and even Ambassador Roberto B. Saladin.

Prosecutors say state Sen. Adriano (ah-dree-AH'-noh) Espaillat (ehs-PEYE'-aht) became suspicious and called authorities after Calcano contacted his office. Espaillat says he can't discuss details of the case.

Time to tighten our belts, Dominican Republic central banker warns

Central banker Héctor Valdez Albizu on Thursday said he’s convinced the government will abide by the proposed austerity measures, while the business sector and the Consumer Rights Foundation (Fundecom) say fuel consumption in transport must be lower and the Hydrocarbon Law must be amended to make its taxes more flexible.

Valdez said however that the private sector must save as well as the government.

Employers, the Industries Association, retailers and agribusiness leaders announced the start of a savings plan including less air conditioning, change of schedules, meals on the job, and errands only when necessity and joint purchases among the companies to reduce production costs.

Valdez said the higher oil prices will impact all economic activities; transport, raw materials and others and acknowledged that flour, wheat, corn and other raw material prices have jumped. “I’m sure, convinced that in this occasion we’re going to do the correct thing, but remember that in 2008 and 2009 we also faced the most terrible financial crisis in the world in the last 80 years and were successful. We could sail through very stormy waters and palliate that crisis successfully."

He said he’s confident the measures president Leonel Fernandez will announce will be accepted, and suggested that all the sectors rationalize cost and " tighten their belt," as other countries have done.

Greece deports 73 illegal immigrants back to Dominican Republic

Greece on Wednesday said it will deport 73 illegal immigrants back to the Dominican Republic on a special chartered flight, officials said.

The immigrants, among them 54 women and 19 men, will be escorted by 139 Greek police and two doctors on a special chartered flight from Athens International Airport 'Eleftherios Venizelos' directly to the Dominican Republic. The plane is scheduled to leave Greece on Thursday.

It is the first time that Greece will chartered a special flight to deport illegal immigrants.

Thousands of refugees who try to make their way into Europe have ended up stranded in Greece, as the country struggles to cope with a financial crisis and a huge backlog of asylum applications.

Greece has been repeatedly criticized for being one of the European Union countries that grants the smallest number of asylum pleas.

More than 128,000 migrants - almost 400 a day - entered the country illegally in 2010, according to government figures.

The government has proposed a series of measures to crack down on illegal immigration, including the construction of a 12.5-kilometre- long fence along a section of the Greek-Turkish border, floating prisons and the use of old army bases to detain illegal immigrants.

Eight women, a man and a boy died in the crash near the town of El Numero, some 125 kilometers (75 miles) from Santo Domingo.

Six of the victims died instantly, the Metropolitan Transport Authority said.

The bus was headed for the city of Barahona, while the truck was on its way to the Dominican capital, the authority said.

None of the dead or injured – four men and a woman who were taken to a trauma hospital in Santo Domingo – have been identified, officials said.

All those hurt or killed in the accident were passengers on the bus, but no information was released about the fate of those riding in the truck.

Dominican Republic celebrates 167 Years of Independence

Ambassador of the Dominican Republic Dr José Tomás Ares Germán and his wife, Sheila Ares, hosted the diplomatic community at their country's 167th anniversary of independence on Friday, February 25. The celebration took place at New Kingston's Jamaica Pegasus hotel in the Montego Suite that was beautifully decorated by Stephen McDonald.

Speaking at the celebration, Foreign Affairs and Trade Minister Dr Kenneth Baugh said Jamaica places a high value on the relationship between both countries. "We look forward to the continued strengthening of our partnerships at the bilateral and multilateral levels as we work to overcome the emerging challenges of our times."

Dr Baugh noted that through the resilience and astute management of its government, the Dominican Republic had been able to mount a good recovery and get back on track following the current economic crisis and devastating effects of climate change that tested the country. He thanked the country for its assistance to the post-earthquake recovery in Haiti and toasted the continued friendship between both countries.

Ambassador German, his wife and senior members of his staff had welcomed and greeted each guest who entered the Montego Suite, thanked them for coming and also echoed the sentiments of Dr Baugh for the continued excellent relationship between Jamaica and the Dominican Republic. He specially thanked the sponsors of the cocktail party.

The Dominican Republic is a Spanish-speaking country and home to eight and a half million people who enjoy freedom of religion under the constitution. However, 95 per cent of the population is Roman Catholic. There is free compulsory education for all children between age six and 12. Dominicans still follow the Spanish tradition of an after-lunch siesta. Visitors may enter the country by purchasing a tourism card and, according to the tourist guide, bring with you "a positive state of mind and the intention to have a good time".

Gatorade Bottling Facility Opens in Dominican Republic to Serve Caribbean Region

President Leonel Fernandez attended the inauguration of a $20 million Gatorade modern bottling factory this week. The plant, which has a capacity for filling 500,000 bottles a day will supply the Dominican Republic (DR), Puerto Rico and other Caribbean markets.

The plant is the result of a strategic alliance between PepsiCo and Distribuidora Corripio, which is a local bottling giant in DR.

Manuel Corripio, a principal at Distribuidora Corripio, spoke at the event, saying the investment follows the country’s economic growth, which he attributed to the current administration that he said has driven the DR to be “one of the most peaceful nations in Latin America and the Caribbean.”

Corripio stressed that the free trade agreements with the DR and the Caribbean open the doors for the products to be exported to the rest of the region.

U.S. hails Dominican Republic’s effort against drugs, despite transit status

The United States praised Dominican Republic’s efforts against drug trafficking, but warned that its most important challenge is to halt endemic corruption and improve the public’s confidence in their Government.

Washington said the country may improve its efforts by installing radars, by effectively developing its helicopter commandos units, implementing protocols to control and maintain a line of defense and by naval cooperation with neighboring countries.

The report “Strategy on the International Control of Narcotics” sent by the Barack Obama Administration to the U.S. Congress, affirms that the cooperation between the Dominican Government and Washington to control drug trafficking and transnational crime continues strong, even when Dominican Republic again figures among the major countries used for the transit of illicit drugs from South America to the U.S. and Europe.

It said that cooperation continued in 2010, through the extradition of criminals linked to narcotics cases and the confiscation of illegal drugs.

Dominican Republic again on the U.S. narcotics transit list

The Barack Obama Administration today sent to Congress its annual report on the manner in which more than 125 countries cooperate with the United States in the war on drugs, with Dominican Republic again figuring among the nations which “allow” their transit.

Called the Report of the International Strategy for the Control of Narcotics, the document gives Congress a tool to evaluate the aid planned for the various countries next year. It classifies the countries which are the main producers of illegal drug, those which serve as a pipeline for the contraband and those which are the suppliers of the major chemical components used to make illegal narcotics.

The report elaborated by the State Department also describes the conditions in the major countries where "money laundering" is carried out, obtained from the smuggling of illegal drugs.

In the document prepared in September last year Obama notified Congress that the Administration had listed Afghanistan, the Bahamas, Bolivia, Burma, Colombia, Costa Rica, Dominican Republic, Ecuador, Guatemala, Haiti, Honduras, India, Jamaica, Laos, Mexico, Nicaragua, Pakistan, Panama, Peru and Venezuela, as the major countries which produce drugs or allow its transit.

Dominican Republic schooling rates “still critical,” UNESCO says

Latin America and the Caribbean are on the verge the universalizing primary education, whose child population reached 95% in 2008, though the region’s inequality is the main hurdle to attain the goal, revealed the UNESCO Regional Office in Chile today.

Nearly 40% of the countries in the region have already achieved that objective and another 20% are about to, affirms the report disclosed today, though there were 2.9 million children still not going to school in 2008, or 4% worldwide.

The head of the UNESCO Regional Office, Jorge Sequeira, said it’s the result of the economic and social inequalities in the region’s countries, which make it difficult to access education.

“The inequality is a brake to the social progress of our region and counters the enormous human and economic potential and the cultural capital of ours nations," Sequeira said, who affirmed that the education is an indispensable tool to reduce the disparity in Latin America.

Sequeira presented the section "Report on the Follow-up of Education for All in the World" on Latin America and the Caribbean, which shows the advances in accomplishing the six education objectives for 2015 outlined by UNESCO in 2000.

The UNESCO official said Latin America "is the region which has had the most progress,” but cited the problems in the Caribbean, where primary schooling fell 9%.

Although several countries in the region have obtained universal primary education, the situation continues being critical in Dominica, Jamaica and the Dominican Republic, where schooling rates range from 76 to 82%.

The document cautions that for 2015, " there will still be many children without schooling in the region," despite the many countries which have posted increases in that figure.
