South America is also strong market. There were 67,436 more arrivals from Argentina (26,052+), Brazil (17,583), Chile (11,234), and Central America and the Caribbean with 14,801 more visitors compared to 2009.

Most of the nearly 500 guests flew in from Venezuela, and that country's health minister says Thursday that 37 of them have tested positive for cholera.

Eugenia Sader says four guests from Madrid, Mexico and Boston also have the disease.

The ill also include Dominican businessman Fernando Hazoury, whose family owns Cap Cana resort.

Dominican Republic flights canceled as snow blast clobbers eastern U.S.

The airlines JetBlue, Continental, Delta and U.S. Airways suspended all flights between Dominican Republic, New York, Boston, Philadelphia and Atlanta on Thursday, as another snow storm pummels most of the eastern United States.

American Airlines and Delta told the authorities and the management company Aerodom that they suspended today’s planned flights between the airports of Las Americas, New York and Atlanta.

JetsBlue, Continental and U.S. Airways had at least 10 flights scheduled for today but the cancellations left hundreds of passengers stranded in the Las Americas airport, where they joining others yesterday.

Aerodom spokeswoman Yolanda Mañán told flyers who’ve booked with those three airlines that their flights were cancelled, and to contact them before going to the airport.

She added that neither American Airlines nor Delta have communicated to Aerodom the decision to suspend their flights.

Dominican Republic banks reveal US$594M windfall

The Commercial Banks Association (ABA) announced a surplus in liquidity of more than RD$22.0 billion pesos (US$594.5 million) in the banks and stable interest rates in the last few weeks and with no upward tendency.

It called the changes in interest rates of little significance and notes that they are a normal part of the Monetary Authority’s monetary policy, inflation goals and programmed economic growth.

In a statement, the ABA said since August, 2010 the types of interest have been slightly and gradually adjusted, without the undesired effects in the economy, for loans as well as for the deposits, which increased their yield since July last year. “This increase had a positive effect, since it took the passive interest rate, that of the deposits, to the inflation level expected for the year, and in that manner obtaining a positive interest rate in favor of the depositors.”

“The interest rate is a price that, like all prices in the economy, is subject to variations, at the same time that dissimilar rates exist depending on the topic of credit, destination, term and risk of the operation,” added the entity that groups the 14 commercial banks.

Dominican Republic Police assigns 13,000 cops to deal with planned protests

To deal with the call to protest by several barrio groups, around 13,000 Police agents will be assigned to maintain the public order in the streets, said Police chief Jose Polanco Tuesday.

He warned that all agents, regardless of whether they are in service, will be deployed.  “The preventive Police has around 13,000 men. All men must be in the streets tomorrow; those who are not in service must be available in the police precincts.”

The barrio organizations grouped in the Alternative Social Forum (FSA) announced demonstrations starting today including a halt of public transport in the Northwest and a picket in front of the Industry and Commerce Ministry, to protest the jump in fuel prices and staple products.

Polanco asked the organizers to protest peacefully, respecting private and public property. “For that reason we expect that the organizers who convened the protest respect that norm and respect society.”

Violations mark first year of Dominican Republic’s Constitution

Dominican Republic’s Constitution is one year old today but most of the entities it created to modernize or decentralize the different functions of the Government agencies have yet to be installed.

The terms set within its text to form the entities weren’t met except for the Central Electoral Board and the Accounts Chamber.

The term to conform the Constitutional Court, designed to guarantee “the Supremacy of the Constitution, the defense of the constitutional order and the protection of the fundamental rights” expires today.

The day has come but its statutory law hasn’t been approved and there’s no indication that it would be conformed in the next few weeks, since it’s the responsibility of the National Magistrate Council, which can only be convened by the President, who left the country Monday on a 14 day tour of Europe and Asia.

The National Magistrate Council must also choose the judges of the Superior Electoral Court, and evaluate the Supreme Court’s current justices, to decide who’ll be confirmed or who’ll be placed on retirement for having reached 75 years of age.

The Executive and Legislative branches haven’t managed to install the newly created Judicial Branch Council either, which should’ve been in effect within six months after the current Constitution became law on January 26, 2010. The Superior Judiciary Council hasn’t been established either, despite that the Constitution calls for the start of its functions for that same date.

Dominican exports to India will top US$20 million, official says

Dominican Republic Export and Investment Center (CEI-RD) director Eddy Martinez is confident that exports to India will double this year, from around US$10 million to US$20 million.

He said the country exported US$58.9 million from 2006 to 2010, with products including cacao beans, handmade, steel and paper for recycling, cigars, uncured animal skins, pharmaceuticals, wood furniture, dental items, larimar stone, car batteries, among others.

Martinez said he’s also expects that Indian investors’ interest will grow once they learn of Dominican Republic’s benefits on trade, in his view evidenced by the stable climate for investment. “We want to stimulate the arrival of new capitals in the areas of call centers, cinema and others which contribute to our country’s high tech.”

The CEI-RD director spoke in the seminar:

“Business Opportunities between Dominican Republic and India,” organized by the India Chamber of Commerce in Dominican Republic, hosed by the India Embassy, CEI-RD, the Round Table of Commonwealth Countries, the Dominican Agribusiness Board (JAD) and the Dominican Exporters Association (ADOEXPO).

The seminar gathered the diverse sectors interested in learning of trade opportunities with India and how to do businesses between both nations.

Recently India’s newly appointed ambassador Deepak Bhojwani listed his country’s political, economic and social potential for the Dominican Republic. The diplomat spoke on the subject “Situation and Perspective of Bilateral Relations between Dominican Republic and India.”

Travel company offers dentistry in the sun

A Florida travel company's selling point is trips that allow dental patients to save thousands of dollars on dental work while enjoying fun in the sun.

Michael Hardenbrook, who founded Dental Destinations with his girlfriend and a dentist, told the Naples Daily News he got the idea for the company when he needed expensive dental work while he was working for Americorps. He discovered that dentists in countries such as Nicaragua, Costa Rica and the Dominican Republic charge far less.

"There are basically two types of patients we deal with," Hardenbrook said. "People either want to travel anyway and get the work done overseas to save money, or they need the work and can't afford it here."

While critics, especially U.S. dentists, warn that standards overseas are often lower, Hardenbrook said Dental Destinations provides quality control. He and his girlfriend, Priscilla Melendez, are both fluent in Spanish, and their partner, Dr. Ronald Peterson, once headed Arizona's State Evaluations Board.

Melendez said most trips are for a week, with patients having a procedure on Monday, followed by days for lab work and a follow-up visit. Dental Destinations does not arrange orthodontics abroad because patients need continuing visits, she said.

Dominican Republic reports first cholera death

Officials in the Dominican Republic on Sunday reported the first death from a cholera outbreak that had spread from neighboring Haiti, local media said.

Health officials were quoted as saying the victim had been in Haiti and lived in the Dominican city of Higuey.

A health ministry statement said Renauld Francois, 53, died Thursday, and that an autopsy would be performed to learn the exact cause of death but that his symptoms were "consistent with the disease."

The Dominican Republic has reported 152 cases of cholera since the outbreak in Haiti last year.

In Haiti, officials say 3,889 people have died since the discovery of the epidemic in mid-October through January 16, out of 194,000 infected.

Dominican drivers: Oil deal with Venezuela costly

Hundreds of taxi and bus drivers surrounded the Venezuelan Embassy on Wednesday demanding to see the fine print of an oil agreement between the two countries that they say has led to higher fuel prices.

The Dominican Republic receives 50,000 barrels of oil daily under President Hugo Chavez's Petrocaribe program, which provides oil and natural gas at preferential prices.

But government statistics show the price of gasoline and diesel has increased more than 50 percent in the past two years. Gasoline costs about $4.60 a gallon, while diesel costs about $4.16.

"Where are the benefits, president?" read one protester's sign bearing Chavez's image.

Dominican officials did not immediately return calls for comment. Ramon Fadul, minister of commerce and industry, said earlier this week that the government adjusts the cost of gasoline and diesel weekly based on inflation and the international price of fuel.

Ramon Perez Figuereo, leader of the country's largest drivers' union, demanded that the Venezuelan government pressure Dominican officials to disclose how much debt the island nation owes to the South American country, as well as the money the Dominican Republic earns through the 2005 Petrocaribe deal.

"The Venezuelan government's attitude of solidarity has become a debt that the poor people of the Dominican Republic will pay," said legislator Juan Hubieres, who is also president of a drivers' union.

In addition to the preferential-price agreement, the Dominican Republic imports 70,000 barrels of oil a day from Venezuela under other accords. The Caribbean country consumes about 150,000 barrels a day.

In May 2010, the Dominican government signed a long-awaited $131 million deal that gave Venezuela's oil company a 49 percent stake in Refineria Dominicana de Petroleo SA.

Puerto Rico-Dominican Republic ferry to resume March 16

The Puerto Rico-Dominican Republic ferry will resume on March 16 when the boat "Caribbean Fantasy,” of the company America Cruise Ferries, sets course from the port at Mayaguez to Santo Domingo, elnuevodia.com reports.

The ferry will provide service at 7 p. m. on Mondays from San Juan’s Pan-American Terminal, and at 8 p.m. Wednesdays and Fridays from Mayaguez, the executive Daniel Berrebi announced Thursday.

Given the prevailing east-to-west current, the trip from Santo Domingo to Puerto Rico takes 12 hours and costs US$189 per person, and 8 hours from Puerto Rico to Santo Domingo at US$169 per person.

The company said it’s satisfied with the renewal of the "maritime bridge" between Puerto Rico and the Dominican Republic, which they affirm will increase tourism between both islands with an important economic impact.

America Cruise Ferries resumes the crossings previously conducted by the Ferries del Caribe, halted since 2009.

Dominican goverment to spend $32 million to combat cholera

The Dominican Republic Health Ministry announced Tuesday that it will invest 1.2 billion pesos ($32 million) to combat cholera which has affected 189 people in the country, though no one has died of the disease.

The funds will be invested throughout the year to deal with the illness, which has killed 3,838 people in neighboring Haiti since its first outbreak in that country last October.

The Dominican Health Ministry will also provide 1.7 billion pesos ($45 million) for other health plans and to subsidize hospitals, the media reported.

Health authorities said they will emphasize the prevention of illnesses like Malaria, dengue and leptospirosis.
"Everyone" affected by cholera in the Dominican Republic is now in good health, the health ministry said.

The origin of the cholera is uncertain, though a French medical study said that it came from human waste being dumped in a river from a camp of Nepalese soldiers serving the United Nations Mission for the Stabilization of Haiti, or Minustah.

DEA seizes drugs transported from Dominican Republic on cruise ship

DEA and other federal agents in Baltimore yesterday seized cocaine and heroin whose street value is more than US$100,000, which investigator say was transported from Dominican Republic aboard a ship of company Royal Caribbean Cruises.

The agents boarded the ship once it docked berthed in the port of Baltimore on the weekend, says an official statement, and found around 11.5 pounds of heroin and almost one of cocaine on board the ship Enchantment of the Seas.

Helped by trained dogs, the authorities found narcotics in a closed compartment accessible only to the crewmembers of one of the world’s “floating palaces.”

A statement from the Customs and Border Protection Agency (CBP) says there were no immediate arrests in connection with the finding.

The boat docked in Baltimore after a 12 day cruise to various Caribbean islands and it’s the second time federal agents find drugs on board in just one month.

Fitch Lifts Dominican Republic Outlook On Economic Recovery

Fitch Ratings lifted its ratings outlook on the Dominican Republic to positive, citing the nation's economic resilience during the global financial crisis.

Senior director Theresa Paiz Fredel said the nation's rapid recovery following the crisis within the context of moderate inflation highlights "the authorities' commitment to maintaining macroeconomic stability."

The ratings agency said the nation's resilience was supported by an agreement with the International Monetary Fund, improving export prospects and structural improvements in debt management.

Despite the strong economic recovery and higher commodity prices, the nation's central bank met its inflation target of between 6% to 7% last year, which Fitch said bodes well for enhancing monetary policy credibility.

The economic recovery exceeded both Fitch's and the market's expectations, with growth estimated at 7.8% for 2010.

High per capita income, as well as stronger social and business environment indicators also support the sovereign's ratings, which stand at B, or five notches into junk territory. However, the Dominican Republic's liquidity position relative to its peers remains a credit weakness.

Dominican Republic’s ruling party to control the judiciary

The National Magistrate Council  (CNM), which should choose the judges of the Constitutional and Electoral courts before January 26, as well as to recompose the Supreme Court, are formed almost entirely by people linked to the ruling PLD party.

Except for the member of the party different from the president of the Chamber of Deputies, the president of the Supreme Court and a member chosen by that court, all other CNM members, who’ll have the privilege of choosing the members of the entities created in the new Constituion, are affiliated with the PLD.

Article 179 of the Constitution stipulates that the CNM must also evaluate the performance of the Supreme Court justices.

In this occasion it must also choose the substitutes of a large number of part of the justices older than 75, the obligatory retirement age.

Three fourths of the Supreme Court’s justices must be from the judicial career system, whereas lawyers, academics or members of the Justice Ministry should fill the remaining quarter.

It will also name the Supreme Court president.

Although the current justices are lifetime appointments, those selected via the new Constitution will be for seven years, after which an evaluation by the CNM would confirm or replace them.

The CNM can also replace a Supreme Court justice who is permanently unable to carry out his post, and is responsible for choosing the head of the Constitutional and Electoral courts.
